The U.S. Agency for International Development (USAID) Mission to Nepal plans to extend its Indefinite Quantity Contract (IQC) with The Louis Berger Group, Inc. for an additional nine months, covering the period from June 15, 2006, to March 14, 2007. This extension supports the Infrastructure for Income program, which aims to increase rural incomes by creating employment through small-scale infrastructure initiatives such as green roads, mule trails, fish ponds, and drinking water projects. The program focuses on using labor-intensive, low-technology methods to provide jobs primarily for poor and conflict-affected Nepalese populations who have limited alternative sources of income. During this nine-month period, the program anticipates the issuance of 11 new work orders with a combined estimated value of $1 million. These activities are expected to generate approximately $560,000 in wages, directly benefiting rural communities embroiled in conflict by helping improve their livelihoods and promote economic stability. The contract operates under NAICS code 237310, with USAID’s Kathmandu office as the organizational hub, and key points of contact being acquisition and contracts specialists who oversee contract execution and coordination.

In accordance with FAR 5.201 (a) (ii) this is to notify that the U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) Mission to Nepal intends to extend the IQC No. 367-I-00-03-00141-00 with The Louis Berger Group, Inc. for an additional nine (9) months for the period from June 15, 2006 to March 14, 2007. The objective of this program, Infrastructure for Income, is to increase rural income by generating employment opportunities through small scale infrastructure projects, green roads, and fish ponds. During this nine month extension, the program will continue to use labor intensive low technology approaches to provide jobs for poor Nepalese. During this extension it is anticipated that 11 new work orders with an estimated combined cost of $1 million will be issued. These work orders will be for construction of green roads, mule trails, fish ponds and a drinking water project in rural and some times conflict-affected areas. These activities are expected to provide approximately $560,000 in wages to rural Nepalese caught up in conflict who would otherwise have little or no alternative source of income.

Management & Training Corporation (MTC) is seeking a subcontractor for road and parking lot repairs at the Joliet Job Corps Center in Joliet, Illinois. This fixed-price, single lump sum contract has an estimated value between $100,000 and $250,000. The scope of work includes the full-depth removal and replacement of approximately 62,500 square feet of asphalt across five specific areas, the repair of five storm sewer drain structures, and the patching of five potholes. The selected contractor must provide all labor, materials, equipment, and supervision, ensuring all work meets industry standards and that all waste is disposed of at an approved offsite facility. The project must be completed within 90 consecutive business days following a written Notice to Proceed. Bids are due by October 21, 2026, and will be awarded based on overall best value. To be considered, bidders must conduct a mandatory physical site visit and submit a detailed cost breakout on company letterhead along with the MTC Bid for Lump Sum Contract form. Because the project involves federal facility construction exceeding $2,000, it is subject to Construction Wage Rate Requirements, necessitating weekly certified payroll. For bids equal to or greater than $25,000, a bid bond of 20% is required, and the awarded contractor must provide performance and payment bonds from a surety company with at least an A- rating. Final payment is contingent upon a successful final inspection, the completion of a punch list, and the submission of closeout documentation, including a release of liens and a notice of final completion.
