Z--Lake Berryessa East Side Road Fence Repairs

The contract pertains to the repair and restoration of fencing along the east side of Lake Berryessa Road, initiated to recover riparian areas and define grazing plots following damage incurred during the 2020 fires, in alignment with the July 2008 Lake Berryessa East Side Grazing Management Plan. The scope encompasses comprehensive fence repair work including the replacement of 20 braces, 40 corners, and burned or failing posts using fire-resistant materials, repair of one pedestrian chicane, maintenance of 13 vehicular access points via re-stringing wire and re-hanging gates, correction of gaps in approximately 20 stream crossings, and full restoration of seven miles of five-strand barbed wire fencing along the northeastern boundary. Additional requirements include installation of U.S. Government property line signs every quarter mile and prohibited activities signage on all gates. All work must be performed within a 90-day period starting seven calendar days after the notice to proceed, with operations limited to Monday through Friday, excluding holidays. The contractor is responsible for supplying all labor, equipment, materials, transportation, travel, and per diem, while the government will provide a padlock key for access to designated paddocks and the Eticuera Day Use Area. A one-year warranty applies to all materials and workmanship. The contract is administered by the California Great Basin Regional Office in Sacramento, with the Contracting Officer holding sole authority over contract modifications, terminations, and acceptances, while a designated Contracting Officer’s Representative will provide technical oversight without the power to obligate funds or make binding decisions. Payment requests must be submitted electronically via the U.S. Department of the Treasury’s Invoice Processing Platform, accompanied by a construction invoice, monthly certificate of labor conformance, and subcontractor payment summary, with emails formatted using a specific subject line convention and strictly excluding personally identifiable information. The award is based solely on lowest price to a responsible offeror conforming to all solicitation requirements, with no weight assigned to non-price factors. Compliance with numerous FAR clauses is mandated, including whistleblower protections, personal identity verification, reporting of executive compensation, differing site conditions, material and workmanship standards, accident prevention, and security protocols.
