AI Contract Overview
The National Park Service, Region 2, South Atlantic Gulf, intends to award a sole source firm fixed-price contract to Christine Haney dba Little Bit for the supply of Eastern Red Cedar Split Rails to replace approximately 2,100 linear feet of deteriorated fencing at Mill Springs Battlefield National Monument in Nancy, KY. The project aims to restore and preserve the historic cultural landscape of the Civil War battlefield by matching the original fencing in material, dimensions, finish, hardware, and appearance. The incumbent vendor is the only known source capable of providing fencing that precisely aligns with the existing installation, and switching suppliers would risk incompatibility and visual inconsistency with the already installed sections. This continuation of prior work is essential to maintain historical integrity and structural authenticity. The contract falls under NAICS code 321113 for Sawmills and is designated as a Total Small Business Set-Aside, with the vendor meeting the SBA size standard of 550 employees. No formal solicitation will be released; instead, the government is issuing a notice of intent to award solely to this vendor based on unique capability and continuity requirements. All information regarding this action is posted exclusively via SAM.gov, and interested parties must monitor the portal for amendments since the government will not maintain a bidder list. Questions should be directed to Marilia Mateo at the provided email or phone number. The contract will be managed under solicitation number 140P5326Q0029, with the office based in Homestead, FL, and the work performed at the monument in Kentucky.

Full Description
The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for supply purchase of Eastern Red Cedar Split Rails for Mill Springs Battlefield National Monument located in Nancy, KY.
The scope of This project addresses deferred maintenance and enhances the historic character of Mill Springs Battlefield National Monument by replacing approximately 2,100 linear feet of deteriorated split rail fencing within the park boundary. Existing fencing has exceeded its useful service life and no longer reflects the historic cultural landscape associated with the Civil War battlefield. The current requirement is a continuation of that work to extend the same fencing.
The incumbent contractor is the only known source capable of providing fencing that precisely matches the existing installation, including materials, dimensions, finish, hardware, and appearance.
Additionally, it is in the best interest of the Government to stay with the original vendor to ensure exact continuity with the already installed product. Procuring from another source would introduce discrepancies and risk compatibility with existing section of the split rail fencing. It is the only source that can provide the materials required for this completion of this project.
