Full Description

The United States Agency for International Development (USAID) Mission to Guatemala, USAID/Guatemala proposes to award a new contract to Prereforzados y Construcciones S.A. (PRECON) under the Mission?s Operating Expenses Program. The Mission requirement is for an estimated period of four (4) months for a total estimated amount of $402,000. The primary purpose of this contract is to carry out the construction of the perimeter walls and the installation of the anti-ram bollards of the USAID/Guatemala Interim Office Building (IOB). While other local construction companies may be able to construct the perimeter walls and place the bollards, they have not been cleared for access to the construction security standards or blast analysis that have been provided to PRECON by the Overseas Buildings Office (OBO), the Diplomatic Security (DS) and USAID Security (USAID/Sec) for the construction of the USAID/Guatemala Interim Office Building. In addition soil and environmental impact studies have already been completed by the landholder, PRECON, and permits to construct the perimeter walls. To obtain clearance for information access and to submit another design package would take several months, months that would be detrimental to our IOB schedule and successful completion of the IOB. The Mission does not anticipate contracting this type of services in the future as this is a specific project that will be finalized by the end of the calendar year 2007. This contract is being proposed under the authority of FAR 6.302-1 which states that full and open competition need not be obtained when there is ?only one responsible sources and no other supplies or services will satisfy agency requirements?. Interested persons may identify their interest and capability to respond to this requirement within 15 days of publication of this notice. In accordance with FAR 5.207 (c) (xv), all responsible sources may submit to the Point of Contract a bid, proposal or quotation which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. This is a sole source requirement and we will proceed with the award on that basis. No solicitation is available.
