57 MXG Paint Booth Upgrade

This is a combined pre-solicitation/solicitation for commercial products or commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable; and (3) that receives a rating of “Acceptable” on the Technical Capability evaluation factor.  The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. 

1.  The solicitation number is FA486126R0021. This solicitation is a Request for Proposal (RFP). A single Firm Fixed Price (FFP) type contract will be awarded in the best interest of the government.

2.  The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, dated 13 March 2026.

3.  This pre-solicitation/solicitation is to being issued as a Total Small Business Set.  The associated North American Industry Classification System (NAICS) code 238220 with a small business size standard of $19M.

5.  Offerors shall provide a complete Statement of Work (SOW) describing how the requirements of the solicitation will be met and the manufacturer, model number, and part number for all proposed equipment.

6.  Delivery Date:  210 Days ARO

7.  Place of Delivery:  Nellis AFB, NV

8.  Inspection and Acceptance:  FOB Destination

9. SITE VISIT. A site visit will be held at Nellis AFB, NV in Building 252 on Monday, 03 August 2026, at 1000 PDT. Please RSVP no later than Friday, 24 July 2026, at 1200 PDT. Send an RSVP email Erin  Lilly at erin.lilly.1@us.af.mil. Include your company name, the name of the individual(s) attending, company phone number, phone number of the individual(s) attending. There may only be two (2) representatives per company. (NOTE: Vendors will be met at the Nellis AFB Main Gate at no earlier than 0915 PDT. Vendor are required to provide a valid driver’s license [this must be a Real ID or two (2) forms of identification, proof of insurance and car registration].

10. QUESTIONS AND ANSWERS. All questions must be submitted via email to Erin Lilly at erin.lilly.1@us.af.mil.. The deadline for submitting questions is Friday, 07 August 2026, at 1000 PDT. Questions submitted after the cut-off date will not be reviewed or answered. Answers will be provided by Friday, 14 August 2026, at 1600 PDT.

11. Proposals are due at the date and time identified in the solicitation.
