The ACC Contracting Squadron has issued a Request for Information seeking market research for a replacement of the 275K Aerostat Airborne Telemetry and Command System. This system includes the airborne telemetry and command hardware, the Ground State of Health System (GSHS), telemetry links, ground processing equipment, and a system status monitor. The airborne component is mounted on a tethered aerostat operating at altitudes up to 15,000 feet MSL and is responsible for monitoring and controlling the aerostat’s status. Key technical requirements specify that the airborne system must be lightweight (under 54 lbs), housed in a sealed, moisture-proof enclosure, compatible with existing power and mounting hardware, and capable of handling numerous inputs and outputs including analog, bi-level, and control commands. Power continuity demands automatic switching between a primary 120VAC 400 Hz supply and a backup +24 to +28 VDC source. It must also automatically manage environmental controls such as blowers and fans with ground override capability. The ground system is required to integrate data from existing winch and meteorological systems, fit within an existing 19” six-foot rack, and archive data for at least 30 days. It must operate continuously, provide real-time parameter display with alarms and printable reports for out-of-specification conditions, and interface with current TARS Interactive Display System and Real Video Time Display technologies. The telemetry system must maintain 100% connectivity up to 15,000 feet MSL and operate while moored via communication line or telemetry link. Additionally, it should control a helium deflation device remotely over a 25-mile line of sight at a minimum data rate of 56K baud. Interested vendors are asked to submit responses including a proposed system meeting the outlined requirements, Rough Order of Magnitude costs for the system and non-recurring costs, and may suggest alternative technologies such as power-up fiber optic tethers. Questions and submissions are directed to the ACC Contracting Squadron with a submission deadline specified.
