The government plans to acquire the Key Secure 3b USB with Blue Strobe with Audit Trail, a proprietary product exclusively available from Knox Company located in Phoenix, Arizona. This procurement is conducted on a sole source basis under FAR 6.302-1, as the item is specialized and critical for life, health, and safety use by both the Fort Meade Fire Department and the Anne Arundel Fire Department at Fort Meade. Due to its unique nature and sole availability from Knox Company, the government will not solicit competitive bids but will negotiate directly with this vendor. The purchase falls under the NAICS code 561621, with a small business size standard threshold of 100 employees, and will be awarded without full and open competition. Although this is not a competitive solicitation, other firms that believe they can meet the requirements may submit written notifications to the Contracting Officer by September 16, 2014, with supporting evidence demonstrating their capability. However, the government reserves the right to continue sole source negotiations with Knox Company. The contract is managed by the Department of Defense office at Fort George G. Meade, Maryland, and inquiries can be directed to the designated contracting officers, Jerome Newell and Robert Miron. This acquisition ensures that the necessary safety equipment is procured efficiently and exclusively from the sole authorized provider.
