Naval Sea Systems Command (NAVSEA) plans to extend a sole source Basic Ordering Agreement (BOA) with ITT Gilfillan (ITTG) Division, the original developer and sole manufacturer of the AN/SPS-48 Radar System, for an additional two years beyond the current expiration date of March 3, 2005. This modification allows for continued procurement of design agent and technical engineering services focused on resolving issues such as obsolete parts, reliability, and maintainability for the AN/SPS-48 Radar Program. The BOA covers a wide range of activities, including equipment upgrades, design support during engineering changes and alterations, radar refurbishments needed to meet Navy and Foreign Military Sales delivery schedules, product improvement efforts, testing, and necessary documentation updates for repair and logistics support. The agreement permits the issuance of firm fixed-price or cost-plus-fixed-fee orders for various services and materials, including repair parts, accessories, associated tools, and packaging. It also authorizes opening and inspecting equipment to determine repair needs and issuing orders for installation and checkout spares. Due to ITTG’s unique technical expertise, the extension is being handled as a sole source procurement under statutory authority allowing limited responsible sources. This synopsis serves informational purposes and invites potential subcontractors to engage with ITTG’s subcontracting department, while the government intends to negotiate exclusively with ITTG for these specific services.
