The Pacific Northwest National Laboratory is seeking information from various organizations about commercially available or near-commercial automated portal monitors based on sodium iodide doped with thallium [NaI(Tl)] detectors. These systems are intended for detection and identification of radioactive and special nuclear materials at border crossings and ports of entry. The focus is on technologies capable of scanning moving vehicles—including railroad cars, shipping containers, commercial vehicles, and personal vehicles traveling at low speeds—using automated spectral gamma-ray analysis to discriminate and identify radiation sources under typical environmental conditions such as varying temperature, shielding, and distance. The desired portal monitors are expected to be modular, comprising multiple panels approximately 72 inches tall, each containing several large NaI(Tl) detectors alongside helium-3 neutron detectors and relevant electronics. The detectors should collectively have a NaI(Tl) volume near 1300 cubic inches with a spectral resolution of 9% or better at 661 keV, covering a gamma-ray energy range from 20 to 3000 keV with automated analysis across at least 256 channels. The systems must reliably provide alarms upon detection of specified radiation intensities or isotope signatures, and considerations such as operational robustness, training needs, and health and safety are important. Responses are requested in the form of concise summaries describing equipment capabilities and addressed to a designated contact at PNNL. This effort is exploratory and does not constitute a request for proposals or a contractual commitment by the government.

Full Description

The Pacific Northwest National Laboratory (PNNL) is seeking information from companies, educational institutions, research and development laboratories (public, and private), or other sources about commercially available automated NaI(Tl)-detector-based portals monitors or near-commercial technologies that may be used for the detection and identification of radioactive materials and special nuclear materials at border crossings and ports of entry. We are interested in information on systems that would be usable for sensing of radioactive materials in railroad cars, shipping containers (all configurations), commercial vehicles of all sizes and shapes, and personal vehicles of all sizes and shapes that are moving slowly (5 mph) through the portal. Specifically, we are looking for information regarding the expected technical capability and effectiveness of currently (or soon to be) available NaI(Tl)-based portals with respect to radiation sources given the distance, shielding, temperature and other conditions that are typically found at border crossings and ports of entry. The overall effectiveness of the instruments automated ability to detect and identify (spectral gamma-ray analysis) or discriminate between various sources of radiation is of particular interest. Issues that might impact operations, such as required reliability and robustness, training requirements, and health and safety issues are also of interest. It is anticipated that portal monitors will consist of multiple panels that each contain NaI(Tl) detectors, 3He detectors (for neutrons), and electronics. Each panel will be about 72 inches (183 cm) tall and contain multiple, large NaI(Tl) detectors to span that height. The total volume of NaI(Tl) is expected to be about 1300 cubic inches with a total surface area of approximately 320 square inches. Each individual detector should have 9% resolution or better at 661 keV. The gamma-ray energy range of interest is approximately 20 to 3000 keV incident upon the front face of the panel, which is to be analyzed using at least 256 channels. Analysis of the data shall be automated and provide alarms when predetermined radiation intensities or isotope identification are obtained. Participation does not imply any obligation on the part of the Government. Interested organizations/companies/institutions are encouraged to respond to this notice by providing a short written summary (no longer than ten pages) of their equipment capabilities. Please send a copy of the summary by mail, fax, or e-mail to: Mr. Mark Panisko, M/S K7-62, PNNL, P. O. Box 999, Richland, WA 99352 as soon as reasonably possible. FAX +1 (555) 000-0000, or e-mail to contact@example.gov. This is NOT a request for proposal, but for investigative purposes only and is not to be construed as a commitment by the Government.

TAG, CASUALTY TRIAGE
Solicitation # SPE2DS-27-T-1137
Solicitation SPE2DS-27-T-1137, issued by the DLA Troop Support Medical Supply Chain, is a request for quotations for the procurement of one package of Casualty Triage Tags (NSN 6515-01-587-1700). These combat casualty cards are designed for patient documentation during the three phases of tactical combat casualty care and are constructed from waterproof, tear-resistant ruggedized paper. Each tag features a grommet-reinforced punch and is sized to fit into an Individual First Aid Kit (IFAK). The required unit of issue is a package containing 25 tags, with pack dimensions of 6 by 4.5 by 1.5 inches and a weight of 5.5 ounces. The contract requires strict adherence to DLA packaging and marking standards, specifically RP001, ASTM D3951, and Medical Marking Standard No. 1, which supersedes MIL-STD-129 for medical materials. Delivery is required by November 2, 2026, with destination inspection mandated under FAR 52.246-2. Administrative requirements include the use of the Wide Area Workflow (WAWF) system for invoicing and payment. The procurement is subject to the Buy American Act and DFARS 252.225-7001, and it incorporates specific cybersecurity and telecommunications restrictions. Evaluation may include a price preference for HUBZone small businesses, and all offerors must maintain active certifications in the System for Award Management (SAM).
