The United States Marine Corps Systems Command intends to award a multi-year procurement contract to Titan Corporation’s Engineering and Services Division for the acquisition of a Beyond Line of Sight Joint Range Extension capability for the Tactical Air Operations Center. The contract will be awarded on a sole-source basis due to the unique capability Titan provides, as authorized by federal regulations allowing exceptions to full and open competition. The contract will include multiple contract types such as fixed price, cost plus fixed-fee, and time and materials, reflecting the complexity and scope of the effort. The system to be procured is a stand-alone, transit-cased equipment item that is non-developmental and off-the-shelf, designed to meet strict performance requirements including Joint Interoperability Test Command certification under MIL-STD-3011 for all JREAP modes, flexibility to operate either in the transit case or integrated into a 19-inch rack within a broader command and control system, and the ability to operate in transparent gateway and terminal emulation modes. Additionally, it must interface with Marine Corps JTIDS class II terminals through a 1553 data bus and support management and operation via remote workstations. This capability is critical for enhancing command and control communications within Marine Corps air operations.
