NASA Langley Research Center intends to procure ten Th:Ho:LuLiF composite rods under solicitation NNL08225338Q. The agency has identified Onyx Optics, Inc. as the sole source capable of providing diffusion bonded laser rods with a yield exceeding 90 percent, which is critical for increasing output power and improving efficiency for current NASA projects. Due to the specialized nature of the product, the government believes that seeking an alternative provider would result in a substantial duplication of time and expense. This acquisition will be conducted as a commercial item purchase following FAR Part 12 guidelines. While the government intends to proceed with a non-competitive procurement, interested organizations were invited to submit their capabilities and qualifications by November 22, 2007. The government maintains sole discretion in determining whether to compete the effort based on the responses received.

Full Description

NASA/LaRC has a requirement for Th:Ho:LuLiF composite rods, 10 each. NASA/LaRC intends to purchase the items from ONYX OPTICS, INC. as they are the only known source to provide diffusion bonded laser rods with larger than 90 percent yield that will improve the laser system efficiency and increase the output power of current NASA projects. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 11/22/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
