The government intends to procure an Olympus Borescope IPLEX MX Kit on a sole source basis from Olympus Industrial America under the authority of 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b). This procurement follows a prior full and open market effort that yielded no bids, despite notifying 838 sellers. The kit includes a lightweight borescope system weighing less than 11 pounds for ease of use on aircraft, with an internal rechargeable battery lasting at least two hours, a hard storage case, and a pistol grip control enabling one-handed operation. The insertion tube is waterproof, durable, fiber-less, articulates 120 degrees, and has a maximum diameter of 4 millimeters to accommodate inspections within narrow cavities of military aircraft engines such as the GE-E-701C and C30R. The system must withstand military explosive atmosphere tests and offer features like manual control of the cooling fan and JPEG image capture with a 120-degree field of view. Due to the specialized nature of the tool, used primarily in military aircraft maintenance, the commercial vendor base is extremely limited, justifying the sole source acquisition. The procurement falls under the NAICS code 333314 with a small business size standard of 500 employees and will use simplified acquisition procedures. Although this is not a competitive solicitation and no solicitation will be issued, other firms capable of meeting the requirements may submit evidence of capability by the specified deadline, after which the government retains discretion to proceed with sole source negotiations. The primary point of contact for this procurement is Major Anthony Maneri at the Department of Defense office in Fort Campbell, Kentucky.
