The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, is issuing this Special Notice to identify small business concerns interested in receiving future request for quotations for various construction and related facility-support.

SPECIAL NOTICE

Fort Campbell Operation and Maintenance, Army (OMA) Construction and Related Facility Support Requirements Contractor Repository — Fort Campbell, KY (Federal Acquisition Regulation (FAR) 12.201-1(d) (DEVIATION 2026-O0028))

1. PURPOSE

The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, is issuing this Special Notice to identify small business concerns interested in receiving future request for quotations for various construction and related facility-support requirements at Fort Campbell, KY.

In accordance with Federal Acquisition Regulation (FAR) 12.201-1(d) (DEVIATION 2026-O0028), the Government intends to establish and maintain a repository of interested and qualified small businesses concerns. The repository will be used to efficiently distribute future requirement-specific requests for quotations to firms that respond to this notice and represent that they can perform the applicable work.

The Government’s objectives are to:

1. Reduce administrative costs and procurement lead time;
2. Improve opportunities for small business concerns;
3. Promote efficiency and economy in contracting; and
4. Avoid unnecessary burdens for the Government and contractors.

This Special Notice is not a solicitation, request for quotations or commitment by the Government to issue a purchase order (PO). The Government will not reimburse respondents for any costs associated with preparation or submission of a response to this notice.

1. Anticipated Requirements

The Government anticipates requirements primarily associated with NAICS Code 236220, Commercial and Institutional Building Construction, including repair, alteration, maintenance, minor construction, and related facility-support work.

Although NAICS Code 236220 (Size Standard: $45.0 Million. Product Service Code (PSC): Z2JZ - Repair or alteration of miscellaneous buildings.) is identified as the primary anticipated NAICS code for this notice. Individual future requirements may require a different NAICS code, product service code (PSC), size standard, scope, licensing requirement, bonding threshold, or other requirement appropriate to the specific work.

Anticipated work may include, but is not limited to:

• General construction, repair, and alteration of facilities;
• Carpentry, masonry, welding, roofing, painting, electrical, plumbing, and heating, ventilation, and air conditioning (HVAC) work;
• Civil, site, drainage, earthwork, and related utility work;
• Demolition and removal services;
• Hoist and crane inspection, maintenance, repair, and related services;
• Environmental, energy-conservation, logistical, and other facility-support requirements; and
• Other construction or service requirements supporting Fort Campbell facilities and infrastructure.

Performance will occur at Fort Campbell, KY, (Zip Code: 42223) and may include associated facilities located within:

• Tennessee: Montgomery and Stewart County
• Kentucky: Christian and Trigg County

1. Acquisition, Eligibility, and Registration Requirements

The Government anticipates executing future requirements through individual purchase orders (POs) on an as-needed basis. Individual POs are anticipated to range from $2,000 to $9,000,000. Each individual PO or associated request for quotation will specify the applicable statement of work, performance location, completion date or period of performance, submission instructions, evaluation criteria, and other terms and conditions.

To be considered for future opportunities, interested contractors must meet and maintain the following requirements, as applicable to each individual requirement:

• Small Business Participation: This initiative is focused on expanding opportunities for small business concerns. The Government encourages participation from all small business socioeconomic categories, including Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Business Development Program participants, Historically Underutilized Business Zone (HUBZone) small businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Women-Owned Small Businesses (WOSB).
• SAM Registration: Contractors must maintain an active registration in the System for Award Management (SAM) and possess a valid Unique Entity Identifier (UEI) to be eligible for award.
• Installation Access: Contractors must be able to obtain and maintain the personnel credentials, vehicle access, insurance, and other installation-access requirements necessary to perform work at Fort Campbell. Requirement-specific access instructions will be provided for each individual PO, as applicable.
• Insurance and Bonding: Contractors must be able to provide current and valid proof of general liability insurance and meet applicable bonding requirements at the time of award. Any required bid guarantees, performance bonds, payment bonds, or other insurance and bonding documentation will be identified in the individual request for quotation or PO.

Inclusion in the contractor repository does not constitute prequalification, guarantee receipt of a future request for quotation, or guarantee award of a PO.

1. Repository Process and Future Requirement Notices

This Special Notice will remain open for 12 months from the date of posting, unless cancelled earlier by the Government. The Government may renew or repost the notice annually, as needed.

Firms responding to this notice may be included in the Government’s repository of interested contractors. Inclusion in the repository:

• Does not constitute prequalification;
• Does not establish a contract, blanket purchase agreement, ordering agreement, or other contractual instrument;
• Does not guarantee that a firm will receive a future requirement notice, be invited to quote, or receive an award; and
• Does not relieve a firm from meeting the terms, conditions, and evaluation criteria established for each individual requirement.

When a requirement is identified that falls within the scope of this notice, the Government intends to distribute a requirement-specific notice by email to repository firms identified as potentially capable of performing that work. Each requirement-specific notice may include:

• A scoping statement or description of the requirement;
• Applicable NAICS code, PSC, and size standard;
• Site-visit date, time, location, and access instructions, if applicable;
• Submission instructions and proposal due date;
• Required statement of work (SOW), technical approach, pricing, or other quote content;
• Evaluation criteria and basis for award; and
• Any applicable bonding, licensing, insurance, safety, security, or other performance requirements.

Site visits may be conducted for individual requirements. Attendance is not mandatory; however, attendance is strongly encouraged.

The Government will evaluate quotations and make any award in accordance with the procedures, terms, and evaluation criteria stated in the individual requirement-specific notice.

1. Company Information

• • Legal business name;
  • Physical and mailing address;
  • Unique Entity Identifier (UEI);

• • Primary point of contact, title, telephone number(s), and email address. (This email will be used to send future project opportunities)
  • Point of contact, title, telephone number(s), and email address of individual who can oblige the company.

1. Socioeconomic Status

• • Applicable socioeconomic designations, if any, such as small business, 8(a), HUBZone, service-disabled veteran-owned small business (SDVOSB), women-owned small business (WOSB), or small disadvantaged business (SDB). NOTE: This opportunity is only open to Small Businesses.

1. Bonding and Licensing

• • Single-project and aggregate bonding capacity, if applicable;
  • Relevant state or local licenses, certifications, and trade credentials;
  • Any relevant safety, quality-control, or inspection certifications.

1. SAM Registration

• • Confirmation that the firm is registered in the System for Award Management (SAM) and that its registration is active, or the firm’s plan and anticipated date to obtain active registration before award.
