This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Brand Name or Equal 1.GENERAL: This is a non-personal services contract to provide an E911 Upgrade to the Ft. Detrick Telephone System. 1.1.Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform an E911 Upgrade to the Ft. Detrick Telephone System as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2.Background: 911 calls on Ft. Detrick are handled by the Frederick County, MD Public Service Answering Point (PSAP). For events on Ft. Detrick, the Frederick County PSAP either notifies the Ft. Detrick Provost Marshall Office (PMO) or dispatches Ft. Detrick Fire Department staff and equipment in accordance with existing agreements between the Garrison and Frederick County. 911 calls placed by Forest Glen Annex Garrison staff using VoIP phones are erroneously routed to the Frederick County, MD PSAP instead of the Montgomery County, MD PSAP, resulting in extended response times for these calls. The Ft. Detrick telephone system is not capable of providing location information for telephone numbers. This increases the time required by PSAP to determine the location of the caller and increases the risk for PMO or Fire Department being dispatched to the wrong location. The life safety of the 911 caller is compromised by our current system. 1.3.Objectives: The purpose of this solicitation is to upgrade the Ft. Detrick telephone system to provide National Emergency Number Association (NENA) standard Emergency 911 (E911) compliant Address Location Information (ALI) to the PSAP. The system shall also properly route the E911 telephone to the correct PSAP (i.e. Frederick or Montgomery County, MD) based on the location of the caller. In addition, the upgrade shall provide the ability to locate VoIP telephones based on their network Layer 2 location (i.e. provide location based on the Ethernet port the VoIP telephone is plugged into). 1.4.Scope: The system shall provide an interface between the private branch exchange (PBX) telephone system on Ft. Detrick and the national E911 system to deliver Private Switch Address Location Information (PS-ALI) data from the PBX to the local exchange carrier (LEC) E911 address location information (ALI) database system. Proposed system must be currently listed on the Defense Information Systems Agency (DISA) Department of Defense (DoD) Unified Capabilities (UC) Approved Products List (APL) Proposed system must be compliant with National Emergency Number Association (NENA) E911 standards Interfaces with the Ft. Detrick Avaya CM6.3 telephone system to discover Emergency Location Extension data for each individual phone number in the telephone system Interfaces with the Ft. Detrick Avaya CM6.3 telephone system to discover Station Site data (i.e. Room, Floor & Building) for each individual phone number in the telephone system Include any necessary hardware and software to connect to the existing Avaya CM6.3 telephone system Provide Layer 2 network discovery of the location of Voice over Internet Protocol (VoIP) telephones based on the Ethernet switch port the VoIP telephone is plugged into Interface with a local exchange carrier Address Location Information service to provide the following information for all telephone numbers in use on the Ft. Detrick PBX: oEmergency Location Identification Number (ELIN) oEmergency Response Location (ERL) Provide the ability to notify Ft. Detrick Department of Emergency Services and Ft. Detrick Fire Department personnel when an E911 call is place from a phone on Ft. Detrick of any of its annexes via a pop-up notice on a computer or via email. Provide an audit and log of all E911 activity on the Ft. Detrick telephone system Support Internet Protocol Version 6 (IPv6) Work in a VMWare ESXi 5.3 virtual computing environment Operate on redundant virtual servers and allow automatic failover to the standby server when the primary server fails for any reason The contractor shall provide all hardware, software, license agreements and labor required to provide a turnkey system to the Government.
