Determinations not to compete this proposed procurement were made because: This request is unusual and compelling urgency. The Bureau of Land Management will be using small UAS with thermal imagery sensors on both fire and resource missions. The thermal imaging camera will be used for volumetric calculations, mapping and to identify otherwise hard to detect heat during wildland fire suppression activities. The small UAS aircraft that BLM is authorized to use is the 3D Robotics SOLO. As per the Federal Aviation Administration (FAA) and the DOI Office of Aviation Services (OAS) UAS is classified as aircraft and must be certified by the FAA and approved by OAS.
