The Department of Defense is seeking a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract for the procurement of approximately 866,000 Helmet Mount Assemblies and Components. These components are designed to secure Night Vision Devices to soldiers' helmets, enabling freehand operation with weapons while maintaining helmet safety standards. Due to a lack of detailed technical data and existing patent protections held by Norotos, Inc., the government intends to solicit this requirement as a sole source to ITT Night Vision, which holds a technology license and supplier agreement with the original manufacturer. The official Request for Proposal was scheduled for release around October 14, 2005, via the Army Single Face to Industry website. While the government intends to move forward with a sole source award, interested parties were invited to demonstrate their capabilities to determine if a competitive procurement was warranted. All solicitation documents and subsequent amendments are managed electronically, with Sherri Comer serving as the primary point of contact for the action.
