NASA Langley Research Center seeks to acquire 10 laser diode arrays for the ongoing Laser Risk Reduction Program. The agency intends to purchase these commercial items from NLight Photonics, as they are identified as the sole source capable of providing the specific arrays required. Utilizing another source is expected to result in a substantial duplication of time and resources that would not be recovered through a competitive process. The procurement will be conducted under FAR Part 12. Interested organizations must submit their capabilities and qualifications in writing to the designated point of contact by 4:30 p.m. local time on February 6, 2008. These submissions will be used exclusively to determine if the procurement should be conducted on a competitive basis, though the final decision remains at the discretion of the government. All responsible sources are eligible to submit an offer for consideration.

NASA/LaRC has a requirement for 10 ea laser diode arrays. NASA/LaRC intends to purchase the items from NLight Photonics, who is the only known source that can provide the type of laser diode arrays that are used in the ongoing Laser Risk Reduction Program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 02/06/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
