AI Contract Overview
The U.S. Fish and Wildlife Service, under the Department of the Interior, intends to award a sole source purchase order to Microwave Telemetry, Inc. for six custom solar-powered GPS-GSM tags designed exclusively for tracking California Condors at the Hopper Mountain National Wildlife Refuge Complex. These tags must weigh 10 grams or less, contain no external antenna, record comprehensive biological and environmental data including GPS position, altitude, speed, direction, battery voltage, charging current, acceleration, temperature, and magnetic field strength, and store a minimum of 20,000 onboard records. Each tag must feature two front and two rear attachment points compatible with Teflon or Spectra ribbon harnesses and allow remote configuration of GPS logging and data upload schedules through an online control panel, with data transmission enabled via GSM, GPRS, 3G, or 4G networks. The procurement is justified under FAR 13.106-1(b) as a sole source acquisition under the simplified acquisition threshold of $250,000 due to the proprietary and highly specialized nature of the technology, with Microwave Telemetry, Inc. identified as the only entity capable of meeting these exacting technical specifications. The North American Industry Classification System code is 334290 with an 800-employee size standard, and the Federal Supply Code is 5825. The procurement is not open for competitive bidding, and any interested parties must submit evidence within three calendar days of the notice’s publication demonstrating that competition would be advantageous, with responses due by August 12, 2026, at 5:00 p.m. Central Time to Jack Skogen at john_skogen@ios.doi.gov. Delivery is expected to occur at the Hopper Mountain NWR Complex in California, and the contract will be administered under a firm fixed-price structure without options or formal contract clauses, relying entirely on the uniqueness of the supplier’s capability to fulfill mission-critical wildlife recovery objectives. No formal payment, invoicing, packaging, inspection standards, or contractor certifications are specified in the documentation beyond the mandatory technical requirements and sole source justification.
