NOTICE OF INTENT TO AWARD A SOLE SOURCE
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.
The FWS KY ESFO intends to award a sole source purchase order to NTERTEST, INC.
to furnish: Thermal cameras for bat roost monitoring
USFWS approached Intertest about needing to monitor mammalian bat activity inside and at the entrances of caves and mines as well as at other roosts like bridges, culverts and trees. Currently available camera solutions do not provide the clarity and accuracy required for our monitoring purposes. The camera needed to be IP67-rated to endure wet environments and have thermal vision optics. White lighting could not be used as it would disrupt the bats' natural behavior. USFWS also needed the system to be simple and portable without an auxiliary battery supply. Finally, the system needed to have interchangeable focusing lenses to capture different views of the bats' activity depending upon the type of feature being surveyed.
InterTest developed the camera around the Sierra Olympia Viento 10 with a 60 Hz frame rate and long-wave infrared (LWIR) imaging. InterTest ensured that Viento focusing lenses worked with the custom IP-67-rated housing. Additionally, a ruggedized tablet device was chosen for viewing the live camera footage while simultaneously powering the camera. A durable cord grip secured the cable and ensured the camera housing remained IP67-rated. The interchangeable lenses featured a germanium window that sealed and attached seamlessly to the camera housing, ensuring the system remained IP67-rated. The cable enabled the camera to draw enough power from the tablet, so no auxiliary power source was needed. Additionally, the tablet provided a method of data storage, allowing still images and video capture. The result was a fully portable, IP67 rated, infrared camera system with adjustable lenses that accurately monitored bats in their natural habitat.
The North American Industry Classification System Code (NAICS) for this requirement is 333316 with the size standard of 1250 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 5836.
This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:
¿ Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.
Interested parties may identify their interests and capability to respond to this requirement within three (3) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
