The Department of Homeland Security, through the Federal Emergency Management Agency (FEMA) Office of Chemical, Biological, Radiological, and Nuclear (CBRN), has issued a Request for Information (RFI) under solicitation number 70FA4027I00000002 to identify commercially available, gamma-detecting Personal Radiation Detectors (PRDs). These pager-sized devices are intended for radiological and nuclear detection and personal protection, providing automatic environmental monitoring and source localization. The government is specifically seeking non-spectroscopic PRDs that meet key performance parameters for radiation detection and alarm types, including visual, audible, and vibration alerts. Technical requirements include compliance with ANSI/IEEE N42.42 data formats, specific ingress protection codes such as IP53 or IP67, and adherence to MIL-STD-1472H for operator physical accommodation. This RFI is for market research and planning purposes and does not constitute a binding contract or a commitment of funds. FEMA is contemplating a single award IDIQ contract with an anticipated start date in Q4FY28, consisting of a one-year base period and four one-year option periods. Interested respondents must submit their capabilities, a completed requirements matrix, and a Rough Order of Magnitude (ROM) estimate to Contracting Officer Isaac Chapple by 12:00 PM EST on November 18, 2026. Submissions are limited to 10 pages and must include the vendor's UEI number, business size status relative to NAICS code 334519, and details regarding available Federal Supply Schedule (FSS) or other government-wide ordering vehicles. Vendors may also be asked to provide ten test units for government evaluation.

REQUEST FOR INFORMATION (RFI) SUMMARY: The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Chemical, Biological, Radiological, and Nuclear (CBRN) requires Personal Radiation Detectors (PRDs).

PRDs are pager-size devices worn by users for radiological and nuclear detection capability as well as personal protection. PRDs automatically monitor the environment and alert the user when radiation levels above the natural background are detected. PRDs also assist the user in localizing the source of detected radiation. The high sensitivity and rapid response time to the variations in the ambient radiation levels clearly distinguish PRDs from the family of electronic dosimeters which are mainly used for accurate dose and dose rate.

GENERAL INFORMATION: This RFI is issued solely for information gathering purposes to identify offerors that can provide identify commercially available, gamma-detecting Personal Radiation Detectors (PRDs), including available wireless-communication and data-transmission capabilities in advance of an acquisition which will include testing of the most compliant candidate solutions.

In accordance with FAR 15.201(e), RFIs may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes.
