The U.S. Bureau of Reclamation's Pacific Northwest Region is planning to negotiate a sole-source contract with Biomark, Inc., located in Boise, Idaho, for the procurement of Passive Integrated Transponder (PIT) tags. These PIT tags are necessary to meet regulatory requirements under the Umatilla Project Biological Opinion issued by NOAA Fisheries. Biomark, Inc. holds exclusive distribution rights to Destron Technologies’ patented PIT tag systems, which include tags, implanters, and monitoring equipment. The Destron system is uniquely supported by the Pacific States Marine Fisheries Commission, making it critical to maintain compatibility across existing monitoring infrastructure in the Columbia Basin. Therefore, the agency intends to procure these products on a non-competitive basis under FAR parts 6 and 13. Although this procurement is planned as a non-competitive negotiation due to the exclusivity of the technology, the notice invites other qualified parties to submit their capabilities or proposals by January 3, 2007. The government will consider any responses in determining whether to open the procurement to competition, but the final decision rests solely with the Bureau of Reclamation. Communications regarding this procurement should be directed to Robert Milette via fax or email, with no telephone inquiries accepted. The acquisition falls under NAICS code 541710 and is managed through the Denver Federal Center within the Department of the Interior.

The Pacific Northwest Region, U.S. Bureau of Reclamation, Boise, Idaho, per the authority of FAR Parts 6 and 13 procedures, intends to negotiate a non-competitive contract with Biomark, Inc., 7615 W. Riverside Dr., Boise, ID 83714, for Passive Integrated Transponder (PIT) tags. The PIT tags are required in order to comply with the Umatilla Project Biological Opinion from NOAA Fisheries. Biomark, Inc. is uniquely qualified as the exclusive distributor or Destron Technologies' patented Passive Integrated Transponder products (tags, implanters, and monitoring systems). The Destron systems are the only technology that Pacific States Marine Fisheries Commission will maintain. Since Biomark is the exclusive distributor of the Destron Technologies PIT tag products, we propose to negotiate with Biomark on a non-competitive basis to ensure compatibility with the other existing systems in the Columbia Basin. The NAICS code applicable to this acquisition is 541710. Although this notice of intent is not a request for competitive proposals, persons interested in this requirement may identify their capability to respond to this requirement or submit proposals. All information received by 4:00 PM MDT, January 3, 2007, will be considered by the Government in determining whether to conduct a competitive procurement. A determination not to compete this proposed action, however, is solely within the discretion of the Government. Submit inquiries and/or proposals to Robert Milette by FAX at +1 (555) 000-0000 or by EMAIL to contact@example.gov. No telephone inquiries will be accepted.
