The U.S. Bureau of Reclamation's Pacific Northwest Region in Boise, Idaho, plans to award a non-competitive contract to Biomark, Inc., based in Boise, for the supply of Passive Integrated Transponder (PIT) tags and related monitoring systems. Biomark, Inc. is the exclusive distributor of Destron Technologies' patented PIT tag products, which are currently utilized under contracts held by entities such as Bonneville Power Administration and the U.S. Army Corps of Engineers. The technology is essential because it is the only system maintained by the Pacific States Marine Fisheries Commission, ensuring compatibility across the Columbia Basin's fish monitoring infrastructure. Due to the sole source status of Destron Technologies and Biomark's exclusivity, the government intends to negotiate directly with Biomark, following procedures outlined in the Federal Acquisition Regulation. Although the process is non-competitive, the government is inviting other interested parties to demonstrate their capability or submit proposals by the specified deadline, August 31, 2006, at 4:00 PM MDT. However, the decision to proceed without competitive bidding rests solely with the government. The procurement falls under the NAICS code 541710 and concerns the provision of PIT tags specifically for the Cle Elum Dam interim fish passage facility in Washington. Inquiries and proposals must be submitted by fax or email to the designated contact, with no telephone inquiries accepted. This approach ensures continuity and integration with pre-existing systems within the region’s fish monitoring programs.

The Pacific Northwest Region, U.S. Bureau of Reclamation, Boise, Idaho, per the authority of FAR Parts 6 and 13 procedures, intends to negotiate a non-competitive contract with Biomark, Inc., 7615 W. Riverside Dr., Boise, ID 83714, for pit tags. Biomark, Inc. is uniquely qualified as the exclusive distributor or Destron Technologies' patented Passive Integrated Transponder (PIT) tag products (tags and monitoring systems). Bonneville Power Administration and the U. S. Army Corps of Engineers currently have contracts with Destron Technologies to provide tags and readers. The Destron systems are the only technology that Pacific States Marine Fisheries Commission will maintain. Since Destron Technologies is the sole source provider, and Biomark, Inc., is the exclusive distributor of the Destron Technologies PIT tag products, we propose to negotiate with Biomark on a non-competitive basis to ensure compatibility with the other existing systems in the Columbia Basin. The NAICS code applicable to this acquisition is 541710. Although this notice of intent is not a request for competitive proposals, persons interested in this requirement may identify their capability to respond to this requirement or submit proposals. All information received by 4:00 PM MDT, August 31, 2006, will be considered by the Government in determining whether to conduct a competitive procurement. A determination not to compete this proposed action, however, is solely within the discreption of the Government. Submit inquiries and/or proposals to Sue Fraser by FAX at +1 (555) 000-0000 or by EMAIL to contact@example.gov. No telephone inquiries will be accepted.
