The United States Army Communication-Electronic Life Cycle Management Command intends to award a five year Time-and-Material, Indefinite Delivery Indefinite Quantity contract to Raytheon Company for Post Production Software Support. This sole source award focuses on the Satellite Communications Set, the Defense Satellite Communications System Electronic Counter-Counter Measures Communications Subsystem, and the Contingency DECS. The scope of work encompasses project management, software maintenance and enhancement, contractor field service support, and the management of SEC support environments and facilities. This procurement is justified as a sole source action because the assembly language, microprocessors, and software development test beds for the Satellite Communications Set are proprietary to Raytheon, and the government lacks a Technical Data Package for the system. Task orders will be issued on a Time-and-Material basis to cover various deliverables, formal reviews, and Information Assurance guidance to support the SATCOM Systems functional area at Fort Monmouth, New Jersey.
