The Technology Development Directorate at White Sands Missile Range is seeking a small business contractor to design, build, and demonstrate a prototype system of networked, multi-static receivers. The project must be completed within three years with a budget under 1,500,000 dollars. The system should ideally consist of four independent receiver stations featuring 1 to 2 meter aperture dishes, a preferred tunable frequency range of 2 to 18 GHz, and an instantaneous bandwidth between 500 MHz and 1 GHz. The receivers must be passive, slaved systems capable of operating with various WSMR radars and visiting RF sensors to provide high-fidelity target position, velocity, acceleration, and RCS data. The procurement process begins with a preliminary design competition where up to four contractors will be awarded orders not to exceed 25,000 dollars each. Selected participants will have six weeks to submit a detailed proposal covering hardware, software, performance specifications, and risk assessments. This requirement is a 100 percent small business set-aside under NAICS code 334511. Interested parties were required to submit a notice of interest, including relevant experience and personnel resumes, by June 14, 2002.

Full Description

NA The Technology Development Directorate at White Sands Missile Range (WSMR) has a requirement to produce a system of networked, multi-static receivers. The objective is to award a contract to produce a prototype system. The prototype MSR system will be des igned, developed, built, integrated, demonstrated, and will meet as many of the capability objectives as possible, within 3 years and less than $1,500,000 in funding. The MSR objectives are: 1) 3 to 4 independent receiver stations (preferably 4, for added redundancy). 2) 1 to 2 meter aperture dish. 3) Tunable Frequency range of 2 - 18 GHz preferred; Offerer to otherwise propose an affordable frequency range. 4) Instantaneous bandwidth of 500 MHz -1 GHz preferred, Offerer will otherwise propose an affordable bandwidth. 5) Operate in conjunction with the RF waveforms generated from the fleet of WSMR radars; the ASR-9 an S-Band surveillance radar, the FPS-16, MPS-36, and MPS-39 (C-Band instrumentation radars; pulsed, low PRF, linear vertical, dish and phased array systems) . 6) Operate with other visiting RF sensors and should therefore be flexible in frequency, bandwidth, pulse repetition, pulse width, polarizations, and other pertinent waveform parameters. 7) Provide the necessary target information utilized in trilateration/triangulation processing of multistatic, multi-station receiver systems. The data products will include (per receiver station), but will not be limited to: ? Time of echo arrival ? RCS ? AGC ? Doppler ? I&Q (multiple sample gates preferred). ? Wide Bandwidth Imaging 8) Processed, multi-station Data products will include: ? high fidelity target position (accurate to within 1 meter RMS), ? velocity (accurate to within 1 meter/sec), ? acceleration (within 1.5 meter/sec**2) , ? RCS (within 1dBsm). ? Wide Bandwidth Imaging ? The receiver systems will be networked using Ethernet connectivity, and will provide the data fusion processor all the necessary information required for multi-station target tracking and sensing. 9) At minimum, the MSR shall operate in conjunction with the C-Band radars to include the processing of .25, .5, and 1 micro-second pulse signals. Additionally, the phased array, C-Band radars are capable of transmitting 3, 7, 12 and 50 microsecond pulse-w aveforms. Pulse compression of the signals should be performed wherever possible. 10) Signal processing must operate with both coherent and non-coherent radars and must incorporate state of the art techniques for various types of signal filtering, and integration, including MTI processing (Doppler-based, and/or clutter cancellation). 11) The prototype system will be a passive, slaved system (antenna position to be pointed by existing, active sensors), however; the design must allow for growth to a production system with closed-loop, active, monostatic tracking modes (possibly phased ar ray), while maintaining the multistatic receiver capabilities of its' predecessor. 12) Capable of receiver frequency hopping, such that each receiver station can operate and process, multiple target echoes at multiple frequencies. The subject receiver system should be limited to commercially available components where possible. This will reduce the non-recurring engineering (design) costs, additionally making it more maintainable, upgradeable, and thus providing a more affordable s ystem. A preliminary design competition will be conducted in order to determine who will be selected to proceed with this project. We will award up to four orders for the preliminary design at a cost not to exceed $25K. If you are selected for this initial phase , you shall have six weeks to prepare a presentation and provide a written proposal that defines the specifications, cost, and development schedule of the proposed MSR system complete with: ? descriptions of hardware and software; ? sy stem and subsystem performance; ? WSMR interfaces; ? range and angle accuracy; ? size; ? power; ? RF characteristics; ? operations doctrine; ? environmental requirements; ? anticipated manpower for operation and maintenance; ? risk assessment of meeting performance, cost, and schedule requirements. If you are interested in participating in this project, you shall submit a notice of interest to Mr. Ray Lazano at contact@example.gov no later than COB 14 June 2002. You shall also include a brief summary of fielded pertinent experience and resumes for your key design personnel, including point of contacts as references. In the event more than four notices of interest are received, the four contractors offering the most relevant past experience and most qualified personnel shall be selected. This requirement is 100% set-aside for small businesses. The NAICS for this requirement is 334511 with a size code of 750. See Note 1.
