The United States Fish and Wildlife Service (FWS), Region 5, plans to award a sole source, firm-fixed price contract to Lotek Wireless Inc. for the procurement of digitally coded radio telemetry equipment. This equipment is critical for a multi-year study tracking high priority bird species in offshore areas. The study requires the use of proprietary high-range radio antenna receiving stations and transmitters that enable continuous data collection through a unique coded algorithm, differing from traditional telemetry systems that collect data intermittently due to frequency scanning. Maintaining the use of the same proprietary equipment is vital for ensuring consistency and continuity in data collection and analysis throughout the study’s duration. The contract falls under NAICS code 334290, Other Communications Equipment Manufacturing, with a business size standard of 750 employees. While this notice indicates intent to award without competition to Lotek Wireless Inc., it is not a solicitation or request for proposals, and the government reserves the discretion to open future requirements to other responsible sources. Inquiries and responses regarding this notice are to be directed exclusively via email to the designated contact at FWS Headquarters in Falls Church, Virginia.

The United States Fish and Wildlife Service (FWS), Region 5, intends to award a firm-fixed price, sole source contract to Lotek Wireless Inc, 115 Pony Drive, Newmarket, Ontario, Canada for the purchase of digitally coded radio telemetry equipment. FWS is conducting a multi-year study to track the movements of high priority bird species within offshore areas. The high-range radio antenna receiving stations and transmitters already in place uses a proprietary coded algorithm that allows the potential for continuous data collection unlike traditional telemetry systems that must scan for and change frequencies resulting in discontinuous data collection. Using the same equipment is essential for maintaining continuity of data collection and analysis for this multi-year study. The NAICS code is 334290, Other Communications Equipment Manufacturing, with a size standard of 750 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources shall be considered for future requirements. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. All responses and questions should be directed to Ryna Russell via email at contact@example.gov. Telephone inquiries will not be accepted.
