This contract, identified by RFP number SPRTA1-15-R-0397 and PR number FD2030-16-00300, concerns the procurement of Countermeasure Receivers designated for use in the B-2 aircraft. These receivers employ advanced high-speed radio frequency switching monopulse technology to measure frequency, amplitude, angle of arrival, pulse width, and pulse repetition interval for selected antenna arrays. Each unit measures 25 inches by 19 inches by 16.5 inches and weighs approximately 59.5 pounds, consisting of three radio frequency channels. The acquisition is planned under a firm fixed price contract, with an estimated delivery of six units by September 30, 2017, with a quantity flexibility range of two to nine units. The contract is restricted to Lockheed Martin Corporation as the qualified source, citing a justification under 10 U.S.C. 2304(c)(1) that the supplies are available from only one or a limited number of responsible sources. Electronic procedures will be utilized for solicitation submissions, and an Ombudsman is appointed to address any concerns raised during the proposal phase while maintaining confidentiality. Interested parties may submit capability statements or proposals, although qualification requirements do not apply, and export control restrictions are not relevant. The solicitation is available for download through federal procurement channels, and questions can be directed to the identified point of contact at Tinker Air Force Base.
