SPAWAR Systems Center Pacific intends to award a sole-source, indefinite-delivery/indefinite-quantity contract to Brandywine Communications for the procurement of parts, modules, and new ruggedized Time Frequency Distribution Systems for Virginia Class submarines. This follow-on effort ensures continued support for both shore and fleet users, maintaining a program of record that includes full life cycle support and assigned National Stock Numbers for all modules. The government has determined that Brandywine Communications is the only responsible source capable of fulfilling these requirements without causing unacceptable logistical delays or substantial duplication of costs. The contract has an estimated value of 4.3 million dollars with an anticipated performance period of one base year and four optional one-year extensions, totaling up to five years. Classified under NAICS code 334119, the acquisition is justified under 10 U.S.C. 2304 (c)(1) and FAR 6.302-1 due to the specialized nature of the fielded equipment and the prohibitive costs associated with introducing a competing system.
