Full Description

SOLE SOURCE NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A copy of the requested items list will be given upon vendor request. This notice of intent is not a request for competitive proposals. However, all proposals received by 0800 EDT Wednesday 10 Aug 07, will be considered by the Government. A determination not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon this vendor being the only manufacturer/vendor able to satisfy this requirement: Sole Source is also based upon the authority FAR 6.302-1(2)(C)(ii) which allows for sole source purchase if it is considered a follow-on contract for the continued development of a system when the award would result in duplication of cost. The circumstances that justify the restrictions to a Harris-only acquisition are that the radios JTF Paladin currently has on-hand for SATCOM use are the Harris built AN/PRC-117F(C) multi-band radio. The purchase of the Power Converter, Speaker, Gimbal Mount, KDU Extension Cable, and Satcom on the Move Antenna from Harris Corporation ensures compatibility of Harris radios currently in JTF Paladin?s current inventory and allows for interchangeability of other AN/PRC-117F(C) radios should one radio malfunction. Harris Corporation maintains technical support in theater on Bagram Airfield at the Mantech Maintenance Facility. The close proximity and availability of their maintenance technician makes Harris capable of providing the technical support and replacement support of the required equipment. This includes assistance with installation of the communications equipment inside the up armored SUV.
