Solicitation # 231722
The City of Los Angeles Mayor's Office of Public Safety is soliciting proposals for the design, installation, and commissioning of an IP-based video surveillance system at the C. Erwin Piper Technical Center. Funded by the FY2024 UASI Grant with a fixed-price budget not to exceed 400,000 dollars, the project requires the installation of at least 26 high-resolution IP cameras, including P3738-PLE and Q6088-E PTZ models. The technical scope includes deploying a Genetec Security Center VMS platform, high-performance Dell recording servers, and workstations, supported by Category 6 plenum-rated cabling and a hybrid copper/fiber network backbone. Key performance requirements include AI-based perimeter detection and a minimum of one year of continuous 24/7 video retention at 30fps and full resolution. The performance period begins upon contract execution and ends on January 31, 2027. Award decisions will be based on the quality and value provided for the fixed price, with an evaluation process that may include virtual presentations for high-scoring semi-finalists. Contractors must adhere to strict standards, including FEMA Environmental and Historic Preservation guidelines, ANSI/TIA-606-D cabling standards, and LAPD/ITA cyber hardening protocols. Final acceptance is contingent upon successful System Acceptance Testing and User Acceptance Testing, including 100 percent cable certification reports. Proposals must be submitted in PDF format via email to the designated point of contact by October 30, 2026.

SOLE SOURCE NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 0900 MST Saturday, 30 Sep 06 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon this vendor being the only manufacturer/vendor able to satisfy this requirement: This is a purchase to upgrade the existing telephone infrastructure at Peterson AFB, CO to increase telephone capacity from 15000 to 30,000 lines, of which all equipment and software is proprietary to Avaya, Inc. If another vendor is used, additional switches would need to be installed, as well as costs expended to train the personnel to maintain this critical infrastructure. Duplication of funds and personnel would occur due to the fact that existing service could not cover non-AVAYA equipment, and new personnel would not service or maintain existing switching equipment. There would also be a learning curve and interruption of mission support. Both are difficult to measure. If another company were allowed to provide the service there would be a substantial duplication of costs due to maintenance/compatibility issues not expected to be recovered through competition.
