The United States Army Contracting Command at Aberdeen Proving Ground is set to award a firm-fixed-price sole source contract, valued up to $198,315, to Rockwell Collins Inc. The contract supports the Program Directorate Positioning, Navigation, and Timing (PD PNT) by procuring specific GPS receivers essential for the Army’s System-of-Systems Architecture (SOSA) strategy aimed at optimizing positioning, navigation, and timing capabilities. This initiative is designed to reduce redundancies, enhance operational security, and enable affordable access to the GPS Military Code (M-Code). As part of the initial assessment phase, these GPS receivers will be tested in jamming threat environments to verify performance. Because the form, fit, and function specifications of the receivers are proprietary and not available through any industry standards, the Government is procuring these devices directly from Rockwell Collins, the original equipment manufacturer. The procurement includes six specific Rockwell Collins GPS receiver models and corresponding interface documents, each ordered in quantities of five, with delivery required within 45 days. The contract will be awarded under a sole source acquisition authority due to the unique nature of the equipment and the manufacturer’s exclusive rights to the required technical data. While competitive proposals are not being requested at this time, any information received may influence future competitive purchasing decisions based on testing outcomes. The ultimate goal is to validate this equipment to inform a competitive solicitation later, supporting the Army’s ongoing efforts to implement the PNT SOSA strategy.

The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005 on behalf of the Program Directorate Positioning, Navigation, and Timing (PD PNT) intends to solicit and award a Firm-Fixed-Price sole source contract with a ceiling of $198,315.00 to Rockwell Collins Inc. (RCI). The objective is to procure GPS receivers in accordance with the Army Acquisition Executive (AAE) Positioning, Navigation, and Timing (PNT) System-of-Systems Architecture (SOSA) Strategy Memorandum dated 22 April 2013, the Army is developing a SOSA to reduce PNT requirement inefficiencies/redundancies, decrease Warfighter vulnerabilities, and provide an affordable path to the GPS Military Code (M-Code). The PNT SOSA strategy contains three phases; conduct an immediate Army PNT assessment, coordinate and develop the PNT SOSA, and implement the architecture and monitor compliance. As part of the assessment phase, GPS receivers currently used in various fielded Army platforms will be tested to determine system and sub-system performance when operating in an environment containing various PNT jamming threat levels. To maintain validity and usability of the test results, the GPS receivers under test must have the identical manufacturer, make, model, and part number as the GPS receivers already embedded in the fielded systems currently in use by the Warfighter. However, the Government does not possess technical data (drawings or specifications) completely defining the form, fit and function of these GPS receivers. In addition, the form, fit and function is not defined by any nationally recognized industry standard or specification. Therefore, it is proposed to procure these GPS receivers from Rockwell Collins the original equipment manufacturer (OEM) and owner of the manufacturing data. This purchase will be made on an Other Than Full and Open Competition basis as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The specific items being procured are GEM IV SPS GPS Receiver with Interface Control Document (ICD) and Integration Guide, Part Number 822-1450-002, GEM IV SPS GPS Receiver with Interface Control Document (ICD) and Integration Guide, Part number 822-1450-006, GEM V GPS Receiver, 3.3 with Interface Control Document (ICD) and Integration Guide, Part number 822-2062-105, ASR GPS Receiver, 3.3 with Interface Control Document (ICD) and Integration Guide, Part number 822-2239-101, MicroGRAM Receiver with Interface Control Document (ICD) and Integration Guide, Part number 987-9705-012, MicroGRAM Receiver Adaptor to GB GRAM form factor, part number 987-6969-310. Each item with a quantity of 5 each and a delivery schedule of less than 45 days. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement in the future. The goal is to test the current equipment and therefore use those results for a competitive acquisition in the future. The closing date for this synopsis is 22 April 2014 4PM EST.
