The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) Time and Frequency Division seeks to acquire a 10 MHz half-wave monopole transmitting antenna system for installation at the WWVH radio station in Kauai, Hawaii. This antenna must include a fiberglass whip under 50 feet in length, a stainless steel guy wire system, and a stainless steel mounting plate, all to be placed at the center of a circular ground screen composed of 36 radials, each 15 meters long, and a 12-by-12-foot mesh screen at the center. The antenna is required to withstand the harsh marine environment near the Pacific Ocean shoreline, demanding construction from materials such as epoxy-fiberglass layered with copper braids to ensure corrosion resistance. It must also be engineered to endure high winds, withstanding sustained service winds of up to 100 mph and surviving hurricane-force winds reaching 150 mph. This procurement is being conducted on a sole source basis under FAR Part 13 as a simplified acquisition, with an estimated value not to exceed $100,000. Valcom, Ltd. has been identified as the only capable vendor able to meet the stringent specifications, so no competitive solicitation is planned. The anticipated contract award date was February 23, 2006. Interested parties must submit inquiries in writing to the designated purchasing agent, Kelly A. Rima, to help determine whether competitive procedures could be in the government’s best interest. The acquisition falls under NAICS code 334511 and is managed through the Department of Commerce office based in Seattle, Washington.
