The Department of the Air Force's Electronic Systems Center (ESC) at Hanscom Air Force Base plans to award a firm fixed price contract to General Dynamics C4 Systems, Inc. for the procurement of 18 FASTLANE KG-75A OC-192 ATM/SONET Encryptors, identified by part number FL-44678-5. This contract is intended to meet critical encryption needs and, while it is primarily a sole source acquisition based on the unique capabilities of General Dynamics, other firms with the capability to fulfill the requirements may express interest within five business days from the publication date. Interested parties must specify their business size and ownership status, including distinctions such as small, disadvantaged, or women-owned, as well as their ownership nationality. If no qualified responses are received by the deadline, the government will proceed with a sole source award under the statutory authority allowing sole source contracting when only one responsible source is available. Companies are encouraged to direct any questions about the procurement to the Contract Specialist, Michael Clark II. Additionally, the ESC has appointed an Ombudsman, the Chief of Staff of ESC, to address concerns or disputes related to the acquisition, ensuring transparency and fair consideration before escalating issues. This process emphasizes the government’s discretion in awarding the contract and underscores the importance of timely communication from interested contractors.
