The procurement is a fixed-price effort requiring the contractor to adhere to strict quality assurance and physical identification standards, specifically MIL-STD-130 Rev N. The government intends to acquire three units of a specific part identified by NSN 7G-5998-016419588, TDP VER 001, REF NR 099467, to be delivered to the DLA Distribution center in New Cumberland, PA. The contract is set aside exclusively for small businesses under the authority of FAR 6.302-1, indicating that only one source is being considered due to the unavailability of data rights and the impracticality of reverse engineering the part. While the government plans to negotiate with a single source, it remains open to responsible vendors expressing their interest and capability to fulfill the requirement within 45 days of the notice, or 30 days if an award is made under an existing Basic Ordering Agreement. The procurement does not follow FAR Part 12 policies for commercial items, but interested parties can submit capability statements within 15 days of the notice. The contract may involve compliance with trade agreements such as the Buy American Act, WTO GPA, or Free Trade Agreements, depending on the specific clauses included in the solicitation. The presolicitation is managed by the Department of Defense’s Naval Supply Systems Command, with a designated point of contact for inquiries.
