The contract involves the procurement of three units of a specific circuit card assembly identified by NSN 7H-5998-015996856-VN, intended for repair or modification under solicitation number N0010420FUG0E. The delivery terms are FOB origin, and the award is directed to W R Systems Ltd. in Norfolk, Virginia. This acquisition is a sole-source action under FAR 6.302-1, meaning the Government intends to negotiate exclusively with the current approved source due to unique design, engineering, and manufacturing knowledge that is not economically obtainable elsewhere. Because the part requires engineering source approval to maintain quality, only a qualified source possessing proprietary technical data and manufacturing expertise can perform the repair or modification. Alternate sources would need to undergo qualification through Government-approved design control activity procedures, which are stringent to ensure maintaining the part's standards. Though this notice is not a request for competitive quotes, interested parties may express their interest and provide capability statements or quotations, which the Government will consider within a specified timeframe before award. The Government’s decision not to open competition remains discretionary and is based on evaluating these responses to determine if a competitive procurement is feasible. Market research indicates the acquisition does not fall under commercial item acquisition policies (FAR Part 12). Interested parties may obtain relevant military and federal specifications and standards through official DoD resources to understand qualification requirements and documentation. The contracting office responsible for this action is the NAVSUP Weapon Systems Support Mechanic office in Mechanicsburg, PA, with Michael Lindgren designated as the point of contact for further information.
