Solicitation # SPRMM127QKA49
Solicitation SPRMM127QKA49, issued by NAVSUP Weapon System Support for the Department of Defense, seeks the manufacture and delivery of five Circuit Card Assemblies (NSN 5998-20-007-0323). The required items must conform to the design represented by Cage Code 1EG52, reference number ROF61205/4, and must be physically identified per MIL-STD-130. Award will be granted to the responsible offeror submitting the Lowest Price Technically Acceptable (LPTA) offer, with evaluations incorporating Supplier Performance Risk System (SPRS) data to assess item, price, and supplier risk. Offerors who are not the Original Equipment Manufacturer (OEM) must identify the OEM and their associated CAGE code. The contract mandates strict adherence to quality and packaging standards, specifically MIL-STD-2073 for preservation and MIL-STD-129 for marking. Due to the nature of the components, electrostatic discharge protection per ANSI/ESD S20.20-2021 is required for sensitive items. Inspection and acceptance will occur at the origin. Administrative requirements include the mandatory use of the Wide Area WorkFlow (WAWF) system for electronic invoicing and receiving reports, and CMMC Level 1 self-certification for cybersecurity. Additionally, the government prohibits the procurement of these assemblies if they are manufactured, assembled, or delivered from a Covered Nation.

AI Contract Overview

The contract involves the procurement of a single circuit card assembly designated NSN 7G-5998-016910635, TDP version 002, to be delivered FOB origin. The government does not hold the data rights necessary for purchasing or repairing this part from other sources, as acquiring such data or rights has been deemed uneconomical. Consequently, reverse engineering the component is also considered unfeasible. Interested parties can access relevant military and federal specifications, standards, and other standardized documents through the DoD Single Stock Point (DODSSP) or ASSIST-Online, with instructions provided for obtaining these documents. The proposed acquisition is a sole-source action under FAR 6.302-1, with the government intending to negotiate directly with one source, though other responsible vendors may submit interest or capability statements within 45 days of the notice. The procurement may include items subject to trade agreements and Buy American provisions, depending on the clauses incorporated into the solicitation. The contract is managed by the Department of Defense, specifically through the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, with a designated point of contact for inquiries.
