The government intends to negotiate a sole-source contract for five units of a specific circuit card assembly, identified by NSN 7H-5998-015348236, TDP version 004, with reference number FXSMT0113. The delivery will be FOB origin, and the procurement is focused on supplies for which the government has determined that competition is not feasible due to data rights restrictions and the unavailability of the data or rights to reverse engineer the part economically. Interested vendors are encouraged to submit their capability statements or quotes, which will be considered prior to the award, but the government retains sole discretion to decide whether to proceed with competition. The contract will only be awarded if the offeror and product meet the specified qualification requirements at the time of award, in accordance with FAR clause 52.209-1. This procurement is not conducted under FAR Part 12 policies, and the government emphasizes compliance with trade agreements, including the Buy American Act, Free Trade Agreements, and the WTO Government Procurement Agreement, if applicable. The solicitation is posted by the Naval Supply Systems Command Weapon Support Mech in Mechanicsburg, Pennsylvania, with a response deadline of January 31, 2025. Interested parties should include their CAGE code in responses and can contact the designated contracting officer, Joshua Eshleman, via email or phone for further qualification details.
