You may fax or mail your request ATTN: CCAM-AL-M, George Obiyor, Contract Specialist, or Jennifer Jackson, Contracting Officer, FAX number +1 (555) 000-0000. No telephone or email requests will be accepted. The contractor shall furnish all depot level labor, facilities, tools, testing equipment and materials to overhaul the Circuit Card Assembly, Input/Output NSN: 5998-01-557-2694, Input/Output P/ N: 8520668-904 and Circuit Card Assembly, Input/Output: NSN 5998-01-394-0956, Input/Output P/N: 8520992-902 in support of the OH-58D. The Government intends to award a firm fixed price, 5 year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for a minimum quantity of 1 each, maximum quantity of 34 each that includes 6 each for Foreign Military Sales (FMS) for NSN 5998-01-557-2694 and minimum quantity of 3 each, maximum quantity of 36 each that includes 6 each for Foreign Military Sales for NSN 5998-01-394-0956. Depot Maintenance Work Requirement DMWR 1-1270-301 dated 30 September 2002 is adequate to perform the overhaul of the circuit cards provided all the procedures in the DMWR are followed. However, in order to follow the DMWR and satisfy the Maintenance and Overhaul contract solicitation, the contracting repair activity shall possess the following Test Program Set (TPS), NSN 6625-01-445-0084, Test Station NSN 6625-01-324-1523, and IMCPU, NSN 5820-01-471-3531 or -3529 specified in the cited DMWR. These TPS and test station have been identified as non Government Furnished Equipment (GFE). If the specified TPS and test station cannot be commercially procured, substitutions are permitted but requires prior Aviation Engineering Directorate (AED) approval. In addition, any contracting repair activities that bid for the solicitation shall prove their test process and equipment equivalency to the specified TPS and test station. Proof of equivalency is the sole responsibility of the contracting repair activity. Since no such qualified contracting activities have been identified, this solicitation is sole source to the Original Equipment Manufacturer (OEM) Honeywell International, CAGE Code 5Y043. The requirement is not a Critical Safety Item (CSI) and cannot be met by commercial items, therefore, FAR Part 12 will not be used. A Product Verification Audit (PVA) shall be conducted in accordance with FAR 52.209-4723. This requirement is currently unfunded. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above.
