59--GE 1553 MUX BUS INTERFACE MODULE

Arcata Associates, Inc. has a requirement for three (3) each ABI-PCI-2/1MIL-STD-1553 Programmable Interface PCI Module.Arcata Associates Inc. intends to purchase the items from GE Intelligent Platforms, 7401Snaproll NE, Albuquerque, New Mexico, 87109. GE Intelligent Platform Corporation is the only responsible source which is capable ofsatisfying the agencys unique need for the following reasons:a. GE Intelligent Platform designed, built, and extensively tested the 1553 mux busfamily of hardware associated with 1553 mux bus traffic from aircraft. GE IntelligentPlatforms possesses the detailed knowledge for all aspects of the 1553 interfacessoftware and hardware functionality required by the RAIF Simulation Branch, which is notavailable from any other firm. GE Intelligent Platform owns the unique rights to the1553 interface they sell and they have the personnel with the knowledge and history toaccurately build these interfaces. Their personnel and their expertise are of a criticalnature when trouble shooting problems and proposing solutions to problems that mightarise. The original design and modification drawings are proprietary to GE IntelligentPlatforms and thus unavailable to any other company.b. GE Intelligent Platform develops and tests all 1553 interfaces, and they providerepair service for them (if needed) and they guarantee their product. GE IntelligentPlatforms provides mil-standard equipment to other branches of the Government and theyhave proven track record with their products. c. The GE Intelligent Systems, as the sole producer of the 1553 interfaces, has theunique tooling, facilities, data and engineering support organization required toaccomplish the statement of work. Due to the proprietary nature of the intellectualproperty, GE Intelligent Platforms is the only firm that can provide the required 1553interface hardware and software. d. Only GE Intelligent Platforms, the manufacturer of 1553 interfaces, has theunpublished design, test, and model data as well as operating experience required todeliver 1553 interfaces capable of 1553 data acquisition required by the RAIF SimulationBranch.e. GE Intelligent Platforms has provided the RAIF Simulation Branch all of the 1553interfaces now in use in the simulation systems and the RAIF Simulation engineers havedevoted hundreds and thousands of man-hours in developing simulation software for thisinterface. This makes them uniquely experienced to be the only vendor that can supplythe 1553 interface the RAIF Simulation Branch needs for their simulation systems.f. Schedule risk will be significantly reduced due to GE Intelligent Platformsengineering and manufacturing expertise with the manufacturing of the 1553 interfaces.Their expertise is critical to ensure the delivery of a quality product, continuedtechnical support, and technical know-how to fix and maintain 1553 interfaces should anyfailures occur. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. pacifictime on August 4, 2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
