The U.S. Army Contracting Command Aberdeen Proving Ground-Belvoir Division plans to negotiate a sole source contract with Non-Intrusive Technology, Inc. (NIITEK) to provide Engineering and Manufacturing Development (EMD) over 21 months for integrating Deep Buried Detection (DBD) capability into the existing Husky Mounted Detection System (HMDS) Ground Penetrating Radar (GPR). This system, HMDS-A2, is a critical counter-IED solution designed to detect buried threats such as underbelly IEDs and antitank landmines on primary and secondary roads, supporting Route Clearance Packages. Following the initial development phase, there is an optional 15-month period for providing technical and logistics support, maintenance services, and Low Rate Initial Production (LRIP) of the HMDS-A2 systems and spare parts. The HMDS-A2 includes advanced detection technologies installed on both manned and unmanned Husky Mark III vehicles to enhance the identification of explosive hazards and weapons caches during route and area clearance operations. The resulting contract will utilize a combination of Firm Fixed Price and Cost Plus Fixed Fee arrangements. NIITEK has been identified as the only responsible source capable of meeting the government's requirements, invoking a statutory authority that allows for contracting without full and open competition. While this notice is not a solicitation, interested and capable parties are invited to submit expressions of interest or proposals within 15 days, limited to ten pages and in Microsoft Word format. All inquiries must be submitted via email to the designated Contract Specialist, and telephone inquiries will not be entertained. The government will evaluate submissions to determine whether to proceed with a competitive procurement, though the decision rests solely with the government.
