The Naval Sea Systems Command (NAVSEA) is preparing to acquire a family of common display systems that comply with Open Architecture Computing Environment (OACE) standards and integrate Human Systems Integration (HSI) design principles. These display systems will be used across Navy platforms including surface ships, submarines, and aircraft, supporting both Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) functions as well as Hull, Mechanical, and Electrical (HM&E) displays. The procurement is managed under the Common Enterprise Display System (CEDS) program, an ACAT III initiative formerly known as the Future Common Display System (FCDS). The anticipated contract will be a fixed-price agreement for preliminary design, with additional options for development, production, kits, spares, engineering services, training, and data provided as separately priced line items. To facilitate industry participation, NAVSEA has scheduled an industry briefing on August 30, 2005, in Arlington, VA, for potential offerors to learn more about the acquisition. Interested parties must pre-register by August 24, 2005, due to limited seating. During this event, NAVSEA also plans to distribute a draft Request for Proposal (RFP) for review and comment. Questions regarding the procurement can be submitted prior to the briefing, and materials from the briefing will be made available afterward for those unable to attend. This synopsis serves as notification of the upcoming industry briefing rather than a solicitation issuance, providing contractors with an opportunity to understand and prepare for the upcoming acquisition.

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). NAVSEA has an enterprise requirement for design, development, qualification and production of a family of common display systems that are compliant with Open Architecture Computing Environment (OACE) requirements and implement Human Systems Integration (HSI) design techniques. These display systems are intended to be implemented across platform systems on Navy surface ships, submarines, and aircraft interfacing with the platform Open Architecture Computing Environment (OACE) network infrastructure to support Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Hull, Mechanical and Electrical systems (HM&E) display requirements. These display systems will be procured through the Common Enterprise Display System (CEDS) program, an ACAT III program, which was formerly known as the Future Common Display System (FCDS) program. It is anticipated that the competitive request for proposal (RFP) will result in a fixed price type contract(s) for the preliminary design of CEDS. The contract(s) will contain a follow-on cost type option item for CEDS development and a fixed price type option for CEDS production. The contract(s) are expected to include separately priced option line items for kits, spares, engineering services, training, and relevant data. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE BUT RATHER, NOTIFICATION OF AN INDUSTRY BRIEFING. In support of this acquisition effort, NAVSEA will conduct an industry briefing from 9:00 AM to 12:30 PM on Tuesday August 30, 2005, at the Hilton Crystal City, 2399 Jefferson Davis Highway, Arlington, VA. Seating is limited, therefore, only individuals who pre-register are guaranteed seating. Questions concerning this planned CEDS procurement should be sent via e-mail to Ms. Teresa McConahie at contact@example.gov; questions received by August 24, 2005 will be addressed at the briefing. Prospective offerors not attending the brief! ing may submit questions. The presented materials will be available in a future amendment to this synopsis for those individuals unable to attend the industry briefing. Prior to or immediately following the industry briefing, NAVSEA plans to issue a draft RFP for industry review and comment, which will be available for download at http://www.eps.gov and http://www.neco.navy.mil.*****. 11. Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
