DLA Land and Maritime is soliciting proposals under RFP SPE7M524R0009 for the procurement of 1,504 Loudspeaker-Microphones, identified by NSN 5965-01-681-8823, for the GTN Family of Systems. This requirement is being pursued as Other Than Full and Open Competition under the statutory authority of 10 U.S.C. 3204(a)(1) because L3 Harris Technologies, Inc. and L3 Harris Global Communications, Inc. are the only approved sources due to proprietary data rights and source control drawings. The government is requesting quantity price breaks for amounts between 1,501 and 1,751 units, though no quantity option will be included in the solicitation. The required delivery timeframe is 251 days with shipping to a government stock location under FOB Origin terms, utilizing the First Destination Transportation program. While the procurement follows FAR Part 15 procedures and does not utilize FAR Part 12 for commercial items, the final award decision will be based on a combination of price, delivery, past performance, and socioeconomic factors. Interested parties can access the solicitation via the DIBBS website. The procurement is managed by the Department of Defense in Columbus, Ohio, with technical restrictions on alternate offers due to the source-controlled nature of the items.
