This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00421-07-R-0097 is issued as a request for Quote (RFQ). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 2005-17, Defense Acquisition Circular 91-13, and DFARS Change Notice 20070531. This requirement is being synopsized as a competitive acquisition under the North American Industry Classification System code 333314. The EO & Special Mission Sensors Division of NAVAIR (AIR-4.5.6) intends to purchase fabrication services to manufacture a fresnel wedge-prism disk (16.75 inch diameter and 0.9 inch thick) out of Acrylic (PMMA) provided by AIR-456. The resultant fresnel wedge-prism disk will be a one-piece disk (not several pieces glued or bolted together). It will be spun at 960 RPM in its intended application. The fresnel wedge-prism disk will be used to refract blue-green light from a nominal angle of 19.5? to 0? (see Figure 1 below). Figure 2 shows a detailed view of the Fresnel side of the disk. Respondents should demonstrate they possess the expertise needed to complete this job by citing previous work examples and by describing the machining equipment and methods they propose to use. This work requires expertise in the following areas. - Optical-grade diamond-turned machining of acrylic for high transmission and minimal optical distortion. - Optical-grade diamond-turned machining of large single piece acrylic material (16.75" diameter and 0.9" thick). - Specifying and acquiring a custom shaped diamond cutting bit may be required. Figure 1 Simple Picture of Fresnel Wedge-Prism Disk (Note: Simple will be e-mailed at request of Contractor) Figure 2 Detail (Note: SOW detail (Figure's 1-3) Table 1 & 2 will be e-mailed at request of Contractor) The fresnel wedge-prism disk shall be built according to the specifications in both Table 1 and Table 2. Figure 3 shows an image of an engineering drawing of the full scale piece. NAVAIR AIR-456 will provide the acrylic blanks. Table 1 Target Specifications Name Specification Tolerance Parallelism of blank surfaces (wedge) 0.0005 inches Best effort Skinned Blank Thickness 0.90 inches +0/-0.01 inches Grooves per Inch 25 or 20 acceptable Prism Angle 35.92 +/- 0.01 Back Draft Angle93 +7/-0 for best valley cut Radius, valley cut 0.0005 inches +0/ -0.0003 inches Notes: 1. The grooved surface may be cut by machining the piece in no more than two sections. If machined in 2 sections, prism angle half to half shall match to within prism angle tolerance. Also, the width of the "dead-zone" area between the two sections shall be minimized (e.g. 0.032 inches or less). 2. Back draft angle affects throughput for the intended use. Best "valley" cut relates to both lost refractive area and structural integrity. The radius at the bottom of the "valley" cut should be 0.0005; +0, -0.0003 inches (13; +0, -6 micrometers). Table 2 Additional Target Specifications (see Figure 3) Name Specification Tolerance Blank Radius 8.375 inches +/- 0.01 inches Outer Edge Camphor (not fresnel side) 0.03 inches x 45 Bolt Hole Pattern 10 evenly spaced 0.196 thru holes Radius of Bolt Pattern 2.560 inches +/- 0.01 inches Concentricity of Bolt Hole Pattern +/- 0.01 inches Inner Hole Diameter 3.86 inches +0.01/-0 inches Inner Hole Concentricity +/- 0.001 inches Inner and Bolt hole finish Break sharp edges, Edges smooth w/ no visible cracks Notes: 1. Concentricity will affect balance. Disk to be spun at 960 RPM. All quotes technically acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
