AI Contract Overview

The contract solicitation seeks six units of a flight-critical monitor component identified by NSN 7R-5998-016862762-TX, with delivery terms FOB origin, and requires exclusive procurement from previously approved government sources due to proprietary technical data, unique manufacturing knowledge, and essential engineering capabilities held only by qualified providers. The item cannot be acquired through open competition because the necessary technical data is not publicly available or sufficient to ensure quality, and no alternate source has been qualified to meet the stringent design control and performance standards required for this system. Any offeror not on the approved list must submit comprehensive source approval documentation in accordance with NAVSUP Weapon Systems Support brochures, detailing their production experience with identical or similar items, or demonstrate capacity to develop the necessary capabilities, with incomplete submissions resulting in disqualification. The approval process is time-sensitive, and award will proceed based on fleet operational needs even if new source qualification cannot be completed prior to delivery deadlines. Contract award is contingent upon the offeror, product, or manufacturer meeting all qualification criteria at the time of award per FAR clause 52.209-1, and only those sources previously vetted and approved by the cognizant government engineering activity are eligible to respond. Solicitation N0038326QPB87 is issued by the Navsup Weapon Systems Support office in Philadelphia, with all technical specifications and military standards accessible via ASSIST-Online or DODSSP, though drawings, patterns, and deviation lists are not available through those channels. The point of contact for qualification inquiries is Dana N. Knettell, and proposals must be submitted no later than August 31, 2026, with failure to comply with source approval documentation requirements eliminating consideration for award regardless of price or delivery terms.
