The Bureau of Land Management (BLM) office in Cheyenne, Wyoming, plans to award a sole source contract to Trimble Navigation, located in Dayton, Ohio, for the provision of integrated GNSS systems. These systems are intended to support BLM’s surveying and mapping operations, as Trimble’s receivers and software constitute the Bureau’s current standard. Given the proprietary nature of data formats and software among various GPS manufacturers, compatibility issues arise, making Trimble’s equipment essential for seamless data collection and processing within BLM operations. Consequently, no solicitation package will be made available, and requests via telephone or fax will not be accepted. The notice allows interested parties to submit detailed capabilities by October 4, 2018, only if they can provide clear and convincing evidence that competition would benefit the Government. However, the final determination as to whether to pursue competitive procurement is at the Government’s sole discretion. This procurement falls under the North American Industry Classification System code 334511, with a size standard of 750 employees. The contract reflects the Department of the Interior’s Wyoming State Office requirements for maintaining consistent and compatible GNSS technology to ensure effective data collection and survey accuracy.
