This is a sole-source procurement in accordance with FAR 13.501(a)(1) sole source for soliciting from a single source in that the circumstances of the contract action make only one source reasonable available and statutory authority for processing this requirement through other than full and open competition 41 U.S.C. 1901. The Army Fixed-Wing Program Office (FWPO) is currently integrating a next-generation aircraft surveillance system named Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS). Testing of the EMARSS aircraft avionics is required. This testing involves comparing data to an established baseline. To establish a baseline, testing is conducted using a replica of the EMARRS aircraft cockpit. Any configuration change to the replica will skew the baseline, and any data acquired would be useless. The EMARRS aircraft cockpit configuration incorporates Rockwell Collins' (RC) Proline-21 commercial flight management system (FMS). This FMS is manufactured and sold solely by RC.
