CECOM is establishing a sole source, Time and Materials agreement with Blackhawk Management Corporation for technical support of the GUARDRAIL system. The scope of work involves the redesign and construction of four CCAs for the CHAALS weapons system, along with RESET work for previously manufactured items. This effort may include repairs for the 15th MI BN and potential site visits to Ft. Hood, Texas, or the Tobyhanna Army Depot. Because the government does not possess proprietary rights to the necessary drawings or data, Blackhawk Management Corporation is identified as the only reliable source capable of meeting these requirements. Consequently, there will be no formal Request for Proposal. This action is being processed as Order 0003 under an existing Basic Ordering Agreement.
