This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-11-T-0169. This acquisition is issued as a Request for Quotation (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-52. (iv) This acquisition is set-aside for 100% Small Business. The associated NAICS code is 334413. The small business size standard is 500. (v) The following is a list of contract line item number (CLINS) (s) and items, quantities; the offerors must complete the Unit Price for each CLIN. Option CLINs may be exercised by the Government anytime within 36 months after date of contract award. (vi) Description of requirements: The quantities detailed herein are representative of the cumulative total to be delivered over the course of a 36 month period. This effort requires multiple shipments of varying quantities (as identified by the COR) of the Photo Masks detailed below. The Contractor shall provide a secure website address for the COR to submit DXF format files in order to schedule individual deliveries, to include the specific CLIN, type, and quantity of Photo Masks required, on a per shipment request basis. This secure website shall include a running tally per CLIN of the total quantity of items scheduled for shipping/shipped. The Contractor shall deliver the specified items to ARL within 72 hours of each COR online shipment request. (vii) Delivery is required is within seventy-two (72) hours of COR Shipment Request via the aforementioned secure website. Acceptance shall be performed at Army Research Laboratory, Adelphi, MD 20783-1197 by a Government Representative. The FOB is Destination. Period of performance is three (3) years total. (viii) The provision at 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to the provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (a) The successful offeror must have a history selling comparable photomasks for at least one year. Offerors must provide references to support their sales in addition to pricing data for current sales of comparable items. (b) The Government will compute the low-price offer based on a function of multiplying the offeror's Unit Price entered for each CLIN against the quantity of units for each CLIN and adding up those totals for a total price for the offer. Award will be made to the offeror complying with paragraph (ix) subparagraph (a) and which offer is determined to be the lowest priced based on the calculation described above. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offerors Representation and Certifications - Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this solicitation. The following addenda have been attached to this clause: None.
