This contract, titled "59--RIGID FLEX BOARD," issued by the Naval Surface Warfare Center Crane Division under the Department of Defense, is focused on the procurement of rigid flex circuit boards. The solicitation was posted as a presolicitation in September 2004, with information made available through both the Federal Business Opportunities (FBO) and Navy Electronic Commerce Online (NECO) websites. The purpose of these dual postings is to ensure continuous access to the solicitation materials, with FBO being the primary platform and NECO serving as a backup. Significant amendments to the solicitation include updated vendor qualification requirements. Vendors must hold a MIL-PRF-31032 qualification letter specifically for flex materials and maintain at least an ISO 9001:2000 certification to demonstrate quality management standards. Additionally, vendors are required to provide stringent quality assurance documentation with deliveries. This includes coupons compliant with IPC-2221 standards, particularly a final acceptance coupon known as a potted thermal stress coupon B for each processed panel, along with any other related coupons. These stipulations emphasize the focus on quality control and traceability for the materials supplied under this contract.
