The Electronic Warfare Sustainment Group is seeking to contract the manufacture, assembly, testing, documentation, delivery, and installation of an RF Electronic Combat Simulator designed to test current and future electronic warfare systems. This simulator will be integrated into the existing Simulation Network (SIMNET) at the Electronic Warfare Integrated Support Facility at Robins Air Force Base, Georgia, alongside existing Combat Electromagnetic Environment Simulators and Real-time Infrared Scene Simulators, both produced by Amherst Systems, Inc. The procurement process is planned for issuance around May 31, 2005, with bids accepted only via written or faxed requests, and telephone inquiries will not be entertained. The solicitation emphasizes that only responsible sources, including but not limited to Northrop Grumman Corp. and Amherst Systems, are invited to submit proposals. This acquisition is justified under a sole-source authority due to the specialized nature of the required equipment, which is only available from a limited number of suppliers, and falls under regulations allowing limited competition. Security clearances are mandatory for all bidders, and participation is restricted to U.S. contractors registered with the Defense Logistics Services Center and possessing a valid DD Form 2345 certification, reflecting the sensitive military applications of the technology. Foreign contractors are explicitly excluded. The government will consider all submissions received within 45 days of the announcement, though the decision to compete the contract remains discretionary. Point of contact for the solicitation is Cheryl W Janssen, Contract Specialist at Robins AFB.
