AI Contract Overview

The Naval Surface Warfare Center Crane Division intends to award a sole-source, five-year Indefinite Delivery Indefinite Quantity contract to Sundance Digital Signal Processing Inc. for Field Programmable Gate Array Cards. This Firm-Fixed Price agreement covers a minimum of 60 and a maximum of 800 units, with a required delivery timeline of 60 days after the contract award. Delivery is set as FOB destination to NSWC Crane, with inspection and acceptance occurring within 30 days of receipt. The contract is being negotiated on a sole-source basis because Sundance DSP is the original manufacturer and holds proprietary rights to the designs, drawings, and software code. Utilizing an alternative source would result in unacceptable duplicative costs and delays, as it would require the redesign and revalidation of the Next Generation Software Loader hardware and software, as well as extensive environmental and aircraft functionality testing.

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a contract with Sundance Digital Signal Processing (DSP) Inc., 4790 Caughlin Pkwy #233, Reno, NV 89519-0907 for Field Programmable Gate Array Cards. This will be a five-year Indefinite Delivery Indefinite Quantity contract for a min/max of 60/800 units over a five-year period. The contract will be issued as a Firm-Fixed Price contract with delivery terms of 60 days after contract award. Delivery will be FOB destination to NSWC Crane with inspection and acceptance at destination within 30 days of receipt. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C 2304(c)(1)(a)(2)(iii) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that these cards are built specifically for the requirements of the U.S. Navy and U.S. Marine Corps. Sundance (DSP) is the manufacturer of the FPGA card and the existing designs, drawings, and software code are their proprietary information. Establishing alternative sources will result in unacceptable duplicative costs to validate the alternative FPGA card, including revalidate and possibly redesign the Next Generation Software Loader hardware and software to communicate and interface with the new unit. The new card would have to go through environmental testing involving temperature and moisture in both operational and stored configurations. Additionally, the new card would have to be retested for functionality on the aircraft, thus consuming valuable mission time for the aircraft and incurring considerable costs. The solicitation will be available for download on or about 04 December 2012 located at http://www.fbo.gov and at Navy Electronic Commerce Online (NECO) located at https://www.neco.navy.mil/ No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Mr. Richard Colvin, Code CXNM at Tel: +1 (555) 000-0000 or email: contact@example.gov. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Contracting Office Address: Code CXNM, Building 2035 300 Highway 361 Crane, IN 47522-5000

ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
